Content Warnings: Maul's backstory includes extensive child abuse, torture, gaslighting, insanity, some rather horrific ways of dying, possible cannibalism of sentient species, and getting chopped in half in a rather gruesome manner.
History: The Sith assassin.
Personality: There is a saying given at one of The Clone Wars episodes. "Evil is not born, it is taught." That, perhaps, is the crux of Maul's personality. He was never really allowed to develop one of his own choosing. Stolen away from his home planet by his master at a young age, he was instead twisted and warped into the perfect tool of the Dark Side: a Sith assassin. The word tool is extremely accurate, for it's very clear Darth Sidious didn't see him as much of a being in his own right to have thoughts and opinions of his own, merely something to be used to further his path. When Maul seems to be destroyed, he doesn't bother looking for the man he's raised since he was about five years old. He merely discards him as something no longer useful, leaving Maul to fend for himself.
The main two things that fuel Maul are hate and anger. He was taught from the time he was a child that these two cornerstones will give him everything he wants or needs, from calling upon the ways of the Force to surviving in life. He's not entirely wrong either. He survived over thirteen years of a hellish insanity that broke his mind by drawing upon his anger, fueled entirely by his desire for revenge against Obi-Wan, the man who nearly killed him. His constant anger is the absolute core of his personality. Even when he has nothing else left in his life, he will call upon it to give him strength.
Indeed, it is this desire for revenge that fuels Maul almost entirely through his life. Everything he works towards has two goals intertwined with each other: to gain enough power to take revenge on those that have wronged him. At first this is Obi-Wan, and eventually, Sidious and his acolytes for the deaths of his family. If either of those goals can be achieved, he'll immediately put aside whatever else he is doing in order to achieve them. His determination is single-minded. He just won't stop no matter what it takes or costs him to achieve his goals. For Maul, it's victory or nothing. Even at the end of his life when he lays dying, having finally made a sort of peace with Obi-Wan, his last words aren't acceptance at the way his life has turned out. He's merely glad that the Chosen One (Luke) will avenge the two of them for everything that Sidious has taken from them by eventually destroying the Sith Lord.
Granted, being on the Dark Side doesn't necessarily equate with being evil. Maul doesn't see himself as pure evil, and while many of his actions are truly monstrous, he's also portrayed quite sympathetically at times. Obi-Wan even tries to point out that much of his life has been forced as a result of being a victim of circumstance, and while Maul rejects the hand offered to him, this might have more to do with his stubborn hatred of Kenobi then outright dismissing the idea as wrong.
Maul is an ambitious sort, for he's been conditioned his whole life to see being in charge as equating with having power. While his first attempts at gaining it go disastrously wrong, once he finds a place among the war-mongering Mandalorians that form Death Watch, he fits right in at home. Violence is a solution to most problems for them and he agrees. He even takes over the group by beating their leader in one-on-one combat without use of the Force and then beheading him as a statement to show who is in charge. Whether or not he really knows what to do with that power once he's gained it is another thing entirely.
Something that is a bit downplayed but present in Maul's personality is his arrogance. He believes himself to be at the peak of performance, able to fight better then anyone else around him. While this can lead to disaster, such as when he taunted Obi-Wan in their first duel rather then just finishing him off, it's not entirely without merit. Maul was meant to be a weapon and he is a superb one. The only time he ever loses is when it's to individuals that are significantly higher in power then him such as Sidious or when there's enough people opposing him to make facing all of them foolish rather then engaging in retreat.
It also shows just how dismissive he is of people in that he pointedly almost never uses anyone's names. It's a deliberate disconnect, showing that he doesn't view people as such, more like tools to be used at his whim. The exception to these are people that are significant to him in some way, such as Obi-Wan or later on Ezra in Rebels. He doesn't even use the names of his allies or even his own family very often. It takes Savage's arm being sliced clean off for Maul to call out for him in concern as he immediately rushes to defend his brother in a weakened moment.
While Maul was groomed to be a sociopath, he was made rather then born. There's little glimmers throughout the series that he has the capacity to care about people and even feel love. His brother Savage is completely devoted and loyal to him, something Maul has never experienced before, being the one to save him when he was in the depths of his insanity. While Maul rarely shows it, he loves his brother immensely, and while he might be hard on him when they train, it's only because he doesn't want him to make the same mistakes he has. Unlike Dooku and Asajj, the other two who train Savage, he is never overtly cruel, belittles, or tortures Savage to try and train him. Maul experienced enough of that during his own training with Sidious and is determined not to make the same mistakes twice. When he encounters the boy Ezra in Rebels, he sees a chance to do things right, seeing him as an apprentice that he will not fail this time like he did with his brother.
This is also apparent in his interactions with his mother, the Dathomirian known as Mother Talzin. While her actions towards all of her sons are contradictory at best, given the near-abusive way the matriarchal society of Dathomirians treats the males, when it comes to Maul at least she clearly loves him. She heals his body and mind at the cost of some of her own power and he recognizes her great sacrifice by repaying her with love and loyalty. Talzin's grand plan is to take revenge upon Sidious for stealing Maul away in the first place when he was a child. He's willing to die rather then let her be destroyed at the hands of Sidious and it takes being bodily dragged away by his subordinates to get him to leave her side as she's killed.
He feels immense guilt in both of their deaths, seeing as he was helpless to stop either. There's a direct parallel when Savage dies as to when Maul kills Qui-Gon in front of Obi-Wan, with their poses as they hold their respective loved ones while they die almost identical. It suggests Maul has never had to truly face the pain of losing a loved one up until then and only now understands what he put Obi-Wan through. After what he's experienced, he's starting to realize just how hollow revenge can feel. While he still wishes it upon those he sees as responsible for his torment, Obi-Wan and Sidious, it's beginning to become apparent just how high the cost will be to take it.
Abilities/Powers/Weaknesses & Warping: Maul is a Force-user on the Dark Side and subsequently has several abilities. Curiously, he actually doesn't use the more flashy abilities that most Jedi and Sith are seen with, preferring mostly to use them to enhance his fighting abilities instead. This has given him enhanced strength, speed, stamina, and abilities to perform acrobatics.
He's skilled in using the Force for telekinesis, though not as strong as some. He has been shown to use Force choke and Force wave, two attacks designed to incapacitate enemies. He's strong enough to pull a full ship off a cliff, subtle enough with it to create a spider-like apparatus for him to walk, and accurate enough to open a locked door by flinging a droid at it in the middle of combat with two Jedi. He's also skilled in Teräs Käsi, a fighting style that allows the user to be able to sense attacks from being in tune with the Force.
It's worth noting that at the cost of his sanity, he was able to use the Force kept him alive through sheer hatred and iron will, overcoming several would-be fatal injuries in the process.
He's mastered all seven lightsaber combat styles, though he prefers the seventh, Juyo, which is the most aggressive, acrobatic, dominant, and difficult form to master. (Surprise, surprise.) Due to being continuously abused by his master Sidious in his youth with the attack Force Lightning, Maul has an insanely high pain threshold, even able to work through the aforementioned attack when it is capable of completely paralyzing other targets.
As far as his mental abilities go, he has quite a degree of skill in keeping his mind and abilities in the Force shielded from others. He lived on Coruscant for many years, where the highest number of Jedi resided, without any of them ever sensing his presence. As far as his own active abilities go, he can sense people, their emotions and whereabouts, as well as their own abilities in the Force if they have any. Though he rarely employs it, he does know how to do a mind probe, looking into a person's mind and finding information that he needs.
As far as nerfs go, his telekinesis would be limited by how many times and how large whatever he's using it on in question would be. Simply hovering a glass across the room will produce less effects then throwing a car at someone. The longer he uses it, the more unstable his mind would get, reverting back to the insanity that plagued it before his brother and mother rescued him. This will render him unable to use his powers or do much of anything until the effects begin to wear off.
In non-Force related skills, he's actually quite an adept mechanic. He was able to create his signature double-bladed lightsaber off of his own design and modify his speeder bike to make it custom made. The spider-like apparatus he used to get around when in the depths of insanity also speaks to a mechanical mind, so much so it appeared to be robotic in nature at first rather then being controlled purely by his mind.

Are you comfortable with prominent elements of fourth-walling?: I am! I put up the specifics regarding certain characters' reactions to the Star Wars canon in general, but as far as blanket permissions go for events in-game, I am fine with Maul being faced with the knowledge he might be a fictional character.
What themes of horror/psychological thrillers do you enjoy the most?: I enjoy getting inside a character's head, putting them through the wringer, and psychologically breaking them down one piece at a time until they're nothing but a shivering wreck. However, removing a few organs not necessary for living here and there is also occasionally fun.
Is there anything in particular you absolutely need specific content warnings for?: Nope! I'm rarely if ever triggered.
